Sunmary Inspection on August 28-31, 1978 (99900313/78-01)
Areas Inspected:
Implementation of 10 CFR 50, Appendix B criteria, including calibration, nonconformance/ corrective action, audits, and action on previous findings.
The inspection involved thirty-two (32) inspector hours on site.
Results:
In the four (4) areas inspected, no apparent deviations or unresolved items were identified in two (2) areas.
The following were identified in the two (2) remaining areas:
Deviations:
Calibration - Annual inventory / accounting of inspection tools not performed as required by Criterion V of Appendix B to 10 CFR 50 (Enclosure. Items A) and Nonconformance/ Corrective Action - summary report and trend analysis of nonconformities not submitted as required by Criterion V of Appendix B to 10 CFR 50 (Enclosure, Item B).

B.
Action on Previous Findings (Closed) Deviation (Report No. 99900313/77-01):
Contrary to para-graph 6.3.3 and 6.4.1 of the ASME accepted QA Manual, shop travelers were revised without review by the Authorized Nuclear Inspector.
It was verified that instructions were issued to the Quality Engineers and a training session given which addressed this deviation.
C.
Calibration 1.
Objectives The objectives of this inspection were to:
a.
Ascertain that a system has been established and is maintained to assure that tools, gages, instruments and other measuring devices used in activities affecting quality are properly controlled, calibrated and adjusted at specified periods to maintain accuracy within specified limits.
b.
Verify that the system described in a. above, has been adequately documented with approved procedures and that these procedures are being implemented.

Objectives Accomplished by a.
Review Section 9.0 of the ASME accepted QA Manual.
b.
Review of calibration master file.
c.
Review of identifying codes and tool recall system.

Visual observation of calibrated tools and gages in all major work stations.

D.
Nonconformances/ Corrective Action 1.
Objectives The objectives of this inspection were to verify that measures to control materials, parts or components which do not conform to requirements are not inadvertently used. Also, to establish that measures for identification, documentation, segregation and disposition of conditions adverse to quality be promptly identi-fied and corrected to preclude repetition, and reported to appro-priate levels of management.

Enforcement of positive and timely corrective action, and c.
Update of the program to meet new requirements established by code, standard or regulation as appropriate.
