REQUEST FOR ADDITIONAL INFORMATION REGARDING EXEMPTION FROM 10 CFR 50.62 (ATWS RULE) FOR THE HADDAM NECK PLANT (TAC NO. 62290)

In your letter dated August 19, 19P6, the Connecticut Yankee Atomic Power Company (CYAPCO) requested a pemanent exemption from the requirements of 10 CFR 50.62(c), the ATWS Rule. In that submittal CYAPC0 stated several actions, including increased pressure relief capability, refueling with fuel with a more negative moderator temperature coefficient, and providing assurance that the auxiliary feedwater initiation circuit is diverse and independent of the reactor protection system, were taken to substantially mitigate the consequences of limiting postulated ATWS events at the Haddam Neck plant.

To complete our review the NRC needs to know hcu CYAPC0 will maintain the plant for its remaining lifetime within the conditions assumed for the ATWS analyses. In particular, CYAPC0 should describe how they will centrol fuel reloads to maintain the assumed range of moderator temperature coefficient, control the average coolant temperature and traintain the FORVs and diverse circuit for auxiliary feedwater pump actuation. Additionally, the NRC eeeds a conrnitment from CYAPC0 to maintain the n-oderator ten.perature coefficient at full power with equilibrium Xenon, at no less than -7. x 10~5 delta k/k/*F for every fuel cycle.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respendents; therefore, CMB clearance is not required under P.L.96-511.
