REQUEST FOR NRR POSITION ON APPLICABILITY OF IEEE STANDARD 450 DURING CONSTRUCTION On April 11, 1983, the Office of Inspection and Enforcement issued a letter to Texas Utilities Generating Company _ forwarding the Construction Appraisal Team (CAT) Inspection Report {0-445/83-lbnd 50-446/83-12; Appendix A - Executive Summary; and Appendix B - Potential Enforcement Findings.
In Appendix B, the letter identified a potential enforcement finding in Item 3 (page B-1) relating to a potential failtre to develop or implement procedures for the inspection of station batteries in conformance with IEEE Standard 450.
The applicant's commitment relating to maintenance testing, and replacement of Class IE batteries in accordance with IEEE 450-1975 and Regulatory Guide 1.129 is found in the Comanche Peak Steam Electric Station FSAR Section 8.3.2.1, page 8.3-61.
Based on a May 11, 1983 meeting with IE HQ personnel in the Region IV office, it was indicated that Region IV would request clarification from NRR regarding the applicability of IEEE 450-1975 during construction and prior to conducting a preoperational load test of the station batteries.
An NRR position with regard to the applicability of IEEE 450-1975 during construction is, therefore, requested.
