Dear Mr. Martin:

This response to your request dated January 20, 1988, is to inform you of our intent.to begin heatup of Rancho Seco from its current cold shojdown

(<2000F) condition. Heatup will begin upon completion of all schedUed activities per'the preapproved startup schedule and proceed until hot shutdown conditions (>5250F) have been reached. Af ter completing hot functional testing, we will provide you with certification of our ability to enter hot standby (i.e., reduce the shutdown margin and take the reactor critical) and commence with power operation.

We have initiated Operating Procedure B.1 A "Control of Plant Hettup and Operating Procedure for Power Escalation Testing" and have completed the necessary prerequisites for heatup from cold shutdown. In confirming the accraplishment of the prerequisites, we have verified that:

( continuing the startup beyond cold shutdown have been satisfied (Procedure B.1 A, Sections 4.1.8, 4.1.15 ) ,
