This letter provides the requested response, j The current intent of Illinois Power Company is that Clinton Power Station will be constructed so that all austenitic stainless steel pressure boundary piping in contact with BWR water will have less than 0.035 percent carbon or will be in the solution annealed condition.

IP plans to meet the requirements of each of the subsections'of Sections II and III of NUREG-0313, as follows:

a.Section II - Reactor pressure boundary piping will meet the requirements of this section by a combination of Subsections 1 and 2.

b.Section III, Subsection 1 - Since we intend to meet all requirements of Section II, no augmented inservice inspec-tion or leak detection will be necessary and Subsection 2 is not applicable.

Complete details have yet to be developed for some of the recirculating water pipe, especially some of the field welds. We will inform you of any cases for which we do not comply with Sub-sections 1 or 2 if they should arise.
