VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 SUPPLENENTAL RESPONSE TO NRC COMPLIANCE BULLETIN 87-02 As committed to in our letter of January 18,1988 (Serial Number 87-705A), we have evaluated our current procedures and practices to determine if any further actions need to be taken to assure compliance with fastener specifications and requirements.
Based on this review, we are implementing several program enhancements.
First, we will be developing a standardized purchasing specification for fasteners. The development of this specification should result in a reduction in the number and types of fastener materials stocked.
The new specification is also expected to facilitate the review of purchase order paper work (i.e.,
Certified Hill Test Reports and Certificate of Conformance) against the appropriate ASTM /ASME specification.
The standardized purchase specification for fasteners will be developed by September 30, 1988.
We have identified some areas for improvement in our storage practices and developed a plan for addressing them. Warehouse supervision will be providing additional training for stores personnel on the requirements of storage procedures.
Additionally, we are evaluating our purchasing and storage procedures and will implement appropriate enhancements identified during this additional evaluation. These activities will be completed by April 30, 1988.
Finally, after further review, we find that the evaluation of test results presented in Section 4.2 of Enclosure 2 of our January 18, 1988 response to Bulletin 87-02 requires clarification.
For sample NPF4-AO, a review of specification ASTM A-193 Gr. B8M (Class 1) shows that 100 Rb is an acceptable hardness for material 3/4" and smaller in diameter.
The table in Attachment 2 of our response should not have flagged this parameter as being out of specification.

Our current evaluation of this sample is that although elongation is out of specification (24% vs minimum of 30%), all other mechanical and chemical properties were within specification and, as a result, the lower elongation is considered to be insignificant.
However, the fasteners representative of sample NPF4-A0 have been removed from stock.
Sample NPF4-AP was ordered and supplied to the requirements of Class 2 material rather than Class 1.
The.
test results meet the requirements for Class 2, and therefore, the sample is fully acceptable.
The remaining supply of these fasteners were returned to stock.
The attachment to this letter reflects these changes and is meant to replace Attachment 2 in our January 18, 1988 response.
