REACTOR VESSEL INTERNALS VENT VALVE TEST SCHEDULE Your letter dated February 18,1988(No.1480),requestedclarificationofthe-staff's position with respect to the surveillance testing of the Reactor Vessel InternalsVentYalves(RVVV).

On August 2, 1986 Amendment 95 to the Davis-Besse Operating L' cense, which extended the due date for surveillance testing the i

RVVV's, was issued. When the staff considered your request to extend the surveillance due date for the RVVV's, the major concern was the maximum amount of time that the plant would be operated since the last surveillance test that verified the RVVV's to be operable.

E At the time Amendment 95 was being considered, restart from the fifth refueling outage was expected, as stated in your letter, before April 1988 and, therefore, the interval from the last surveillance would be about 42 months maximum.

transmittal letter stated that we understood that the RVVV's would be tested no later than approximately March 1988. That statement was based on the expected completion date for the refueling outage and was intended to express a limit on the time the plant would operate before perfonning the surveillance.

Since the plant will be shutdown for refueling on or before March 11, 1988, our concerns will be satisfied. Surveillance testing will be required before startup following the oui, age as specified in the technical specifications.
