Dear Mr. Thompson:

Pursuant to 10 CFR part 70.34, Connonwealth Edison Company proposes to amend Special Nuclear Materials (SNM) License SNM-1945 (Reference (a))

which authorizes receipt, possession, inspection and storage of uranium in the U-235 isotope contained in fuel assemblies. The proposed amendment addresses the installation of two (2) Californium 252 start-up sources into the fuel assemblies prior to the commencement of core loading.

The Californium 252 sources have been received and storod at Braidwood Station in accordance with the provisions of our Byproduct Materials License 12-05650-17. As listed in the conditions of our Byproduct License, the curie content of the two sources is 450 millicures (total).

The sources are currently being stored in the 411' elevation of the Puel Handling Building in their original shipping container. This area has been thoroughly surveyed and is appropriately posted.

The proposed revision to SNM license 1945 will allow us to change the storage location of the start-up sources. The sources will be attached to a burnable poison rod assembly located in a new fuel assembly.

Normal station radiation procedures will be used to support the movement of the primary neutron sources.

The concepts of time, distance and shielding will be utilized to minimize exposure. All work will be performed with a health physicist or rediation chemistry technician present to provide health physics support. Health physics personnel'ill be kept well below w

200 milli-REM for the source installation. The manner in which these sources are to be installed is consistent with the Braidwood Unit 1 primary source installation operation. The actual exposure accumulated as a result of the Braidwood Unit I activities was less than 30 milli-REM.

Access to the fuel storage area is restricted and a controlled by the "Security Plan for the Nuclear Power Station".

The installation and storage of this source in the fuel will not affect the X,gg of the_ fuel storage array. There will be an increased neutron population in ine immediate source area but this in no way affects criticality, our current schedule indicates a readiness to load fuel in Braidwood Unit 2 on December 11, 1987.

Upon incorporation of the sources into license SNM-1945, please delete the same frce Byproduct license 12-05650-17.

Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter to the designated State official.

Pursuant to 10 CFR Part 70.21(o), no fee is required to accompany this amendment request.
