Dear Mr. Cubie:
On Novecher 15, 1978, we sent you infomation describing three approaches tried by the HRC staff for evaluating the regulatory perfomance of operating nuclear power plants. One of these approaches was called the.
" statistical method." It was based oe evaluating two neasures of perfomance - the number of noncompliance findings' and the number of events considered directly controllable by the licensee. With the infomation sent you were.the results of the statistical rethod evalua-tion for forty operating plants on sites based on data for 1976.
Enclosed with this letter is additional information developed in the trial of the statistical r.ctbod. The enclosed infomation -- a copy of an October 26, 1977 cemorandum entitled 1.ICENSEE INSPECTIO1 N1D EflFORCE-HDIT INDICATORS UPDATE -- is based on noncompliance data (not event data) for the period January 1,1976 through June 30, 1977 and for the period January 1, 1977 through June 30, 1977.

As was discussed in the infomation previously sont you, the purpose of licensee regulatory perfomance evaluation, if successful, is to give HRC staff the ability to distinguish between levels of licensee regula-tory perfomance. This could lead to more effective use of the agency's inspection and enforcement resources and to identification of plants that need further examination by the agency.
