l Safety Evaluation Technical Specification Liquid / Solid Radwaste Building Settlement Monitoring Oyster Creek Nuclear Station The staff concludes that Technical' Specification 4.13 will be acceptable to monitor the settlement of the Liquid / Solid Radwsste Building.
We reach this conclusion based on the agreement of this specification with our review of this building forwarded to Karl Goller from W. P. Gammill on April 7, 1976, as attached.

Complete We have reviewed a report entitled " Response to NRC Questions Radwaste Modification, Oyster Creek Nuclear Power Station, December, 1975," submitted by the applicant in response to the enclosed NRC letter dated August 14, 1975. to this NRC letter states that buildings housing Radwaste Systems need to be designed to resist only the Operating Basis Earthquake.
Based on our review we have concluded that the foundation soils will provide adequate support capacity for the proposed Radwaste Building foundations under the effects of the operating Basis Earthquake (0.11g).
The applicant has provided an acceptable settlement monitoring program.
We should be notified if movements exceed the settlement criteria (3 1/2 inches, total, 1 1/2 inches differential) established in response to Question 324.14.
We have no further questions or comments.

However, based on this response we agree that, since the seismic design requirements for buildings housing radwaste systems are limited to the OBE-maximum ground acceleration selected for the plant, there is no potential for liquefaction during the OBE
