PROPOSED EXP0RT LICENSE XCOM1013 On February 29, 1988, Reuter-Stokes requested a license to export 20 fission chambers to Austria for testing and ultimately to Canada for use in the Darlington Nuclear Power Reactor.

The applicant has requested an exemption to the normal 15-day waiting period due to the short lead time before shipment.

The staff has concluded that the proposed 1(cense meets the requirements of the Atomic Energy Act, as amended, and would not be inimical to the common defense and security of the United States. In view of the above considerations, the staff issued the license without the normal 15-day waiting period.

Attached is correspondence from IAEA requesting We ship 20 fission chambers to Austria for testing before they are installed in the  ;

Darlington Reactor in Canada.

These chambers can be shipped t.o canada for use in a reactor l under NRC General license llo.26(a).  !

The special nuclear material contained in these fission chambers can be shipped to Austria under NRC 110.21(a)3. (Each chamber contains 0.13323gm of U235. Enrichment is approximately 93%.)

Please verify that Router-Stokes may ship these to IAEA in Austria for testing only, from there to be shipped to and installed in the Darlington Reactor, Newcastle Township, Ontario, Canada. ._,

The unit is constructed of aluminum alloy for minimum neutron absorption and residual activity.

All seals are ceramic to-metal. Insulators are high purity alumina.
