Dear Mr. Hood:

The attached Stone & Webster Progress Report lated June 20,1977 to Gulf States Utilities Company is the one to which I referred in our telephone cenversation on Monday of this week.

The statements on page 2 about the Alligator 3ayou Study end the

TRC site audit (April 1977) are serious, in my estimation,and require investi ation and explanation. Before going any further 6

with my own efforts towards those ends, I as seeking the assist-ance of you and hr. Brenner.

I hope that this matter can be handled from Tashington rather than leaving it up to Region IV, I&E.

To-date, it hasn't been apparent to me that the Region IV Inspectors possess sufficient background knowledge of the Staff's review and conclusions about the River Bend application for construction permits so that they can spot discrepancies, unevaluated changes and violationc of the CFFF's.

How else can one explain their failure to detect changes in the transmission line routes, the erosion contamination of che emplaced backfill, the substitution of culverts for a bridge over Alligator 3ayou and the problems with the storage, etc of rebar? These happen to be a few of the things 1 spotted from reports, etc and directly or indirectly brought them to the attention of the NRC.

After talking with Mr. Seidle on Monday, it was apparent that I will have to deal with Mr. Glenn Brown about the Alligator 3ayou part of this attached report.

Based upon earlier experience, that will be a waste of time and ineffective, too. This is another reason for my not wanting to work through the Region T7 office.

I have no objections to this informal letter and its attachment being placed in the LPDR should you or r.r.

Brenner consider that cesirable at this time. In the meantime, I will await your response as to what I shnuld do next.
