APPENDIX A NOTICE OF VIOLATION Georgia. Power-Company License Nos: DPR-57 1
NPF-5 Based on the results of the KRC inspection conducted on August 27-29,
. 1978,uit appears that certain of your activities were not-conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in our correspondence to you dated December 31, 1974.
A.
Chapter VI, F of the licensee's approved security plan requires the area on both sides of the fence to be kept clear of any-obstructions for at least 10 feet inside and outside the protected area fence.
Paragraph 73.55(g)(1) of 10 CFR Part 73, requires, in part, that the licensee employ compensatory measures to assure F
that the effectiveness of the security system is not reduced by failure or other contingencies affecting the operation of the security related equipment or structures.
Contrary to the above, on the following dates and times, the licensee failed to maintain the required clear zone, and was not implementing compensatory measures.

sust 28, 1978, at 11:40 a.m. - portion of eastern protected-area, clear zone obstructed by' equipment, piles of dirt and trenches, with no compensatory measures being taken.

August 28, 1978, at 11:45 a.m. - a truck was parked in the south perimeter clear zone, and no compensatory action was being taken.
t This is a deficiency.
B.
Paragraph 73.55(b)(3) of 10 CFR Part 73 requires that the licensee

establish, maintain and follow written security procedures which document the structure of the security organization and whteh detail the duties of guards, watchmen and other individuals responsible for security.
Contrary to the above, on August 27 and 28, 1978, the licensee procedures for designated vehicle control, guard training, compensatory measures and testing and maintenance of security equipment, were not maintained.
