Dear Dr. Faires:

This is in response to your letter dated September 11, 1978, to Chairman Joseph Hendrie, requesting information to be used to update your publication " Radioisotope Laboratory Techniques."

Persons in the United States using byproduct, source and special nuclear matericts for laboratory research are subject to the Nuclear Regulatory Commission's regulations set forth in Title 10, Chapter I, Code of Federal Regulations, or compatible regulations of 25 so-called " Agreement States."

Of particular applicability is 10 CFR Part 20, " Standards for Protection Against Radiation." The matter of waste disposal is dealt with in sections 20.301 through 20.305. Other pertinent regulations include " Rules of General Applicability to Domestic Licensing of Byproduct Material," 10 CFR Part 30;

" Domestic Licensing of Source Material," 10 CFR Part 40; " Domestic Licensing of Special Nuclear Material," 10 CFR Part 70; and" Notices, Instructions and Reports to Workers; Inspections," 10 CFR Part 19. Copies of these documents are enclosed for your information.

The Nuclear Regulatory Commission staff publishes a series of Regulatory Guides which set forth methods the staff finds acceptable for implementing specific parts of the Commission's regulations, to delineate techniques used by the staff in evaluation of specific problems or postulated accidents, or to provide guidance to applicants for licenses.

Regulatory Guides are not substitutes for regulations, and compliance with them is not required. Methods and solutions different from those set out in the guides are acceptable if they provide a basis for the issuance or continuance of a license by the Commission.

While we believe that the enclosed guides in Divisions 8 and 10 may be of the most interest to you, we are enclosing a listing of the documents available in each of the divisions.

Copies of published guides may be obtained by written request indicating the documents desired to the U. S. Nuclear Regulatory Commission, Washington, D. C.
