Dear Mr. Moody:
We have reviewed the revised operator training programs submitted with your letter of September 19, 1978.
The programs were revised in response to our letter of July 19, 1978 in which we expressed concern over the apparent inad-equacy of the Maine Yankee operator training programs.
In our letter, we stated that we would no longer accept certifications of competency from Maine Yankee Atomic Power Station until remedial action was taken.
Your letter and the revised program constitute this remedial action.
The revised training program for reactor operators increases the time allotted by at least half while essentially keeping the same subject matter.
In addi-tion, many more audits, both written and oral, will be conducted by both in-house and consultant personnel independent from the teaching staff.

The senior reactor operator candidates will participate in a formal training program, the emphasis of which will be determined by any weaknesses identified on a qualifying examination.
As in the reactor operator training program, oral and written audit examinations will be administered throughout the program.
Based on our review of your submittal, we have concluded that the proposed training programs appear reasonable and, if administered as described, should develop well-trained and competent operators.
Therefore, on an interim basis, we will accept Maine Yankee's certification at the conclusion of the program.
Continued acceptance of your certification will, of course, be contingent upon the results of the NRC examinations.
