GRAND GULF NUCLEAR STATION (GGNS), UNIT 1 By letter dated December 16, 1987, Systems Energy Resources, Inc. (the licensee) submitted a proposed amendment to the Grand Gulf Nuclear Station (GGNS), Unit 1,-

Operating License and Technical Specifications to incorporate changes resulting from revisions to 10 CFR Part 55 and Conforming Amendments.

The hRC staff is reviewing the submittal and finds that additional information is needed to complete its revien. Enclosed is the staff's interim safety evaluation of your submittal which identifies deficiencies and recomends changes to your submittal. You are requested to change your submittal to be responsive to the deficiencies and .2 quests for additional information as described in the enclosure by March 15, 1988. If you have any questions regarding the enclosed request, telephone me at (301)492-1458.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.

REQUEST F0k ADDITIONAL INFORMATION

Background

By letter dated December 16, 1987, Systems Energy Resources, Inc. (SERI) submitted a proposed amendment to the Grand Gulf Nuclear Station Unit 1 Operating License and Technical Specifications to incorporate changes '

resulting from revisions to 10 CFR 55. A review of the proposed changes follows.

I Operatino License Condition 2.C(30)

OL Condition 2.C.(30) states, "Permanent training center instructors and consultants assigned to training who, after initial criticality will teach systems, integrated responses, transients, and simulator courses to license candidates or NRC-licensed personnel, shall either demonstrate or have previously demonstrated their competence to the NRC staff by successful completion of a senior operator examination pfior to teaching licensed ope ra tors . "

SERI proposes to' delete this condition, since the Grand Gulf Nuclear Station (GGNS) operator training program is now INPO accredited.

This change is acceptable since the INPO accreditation program includes instructor evaluation and is in keeping with the intent of the Cossnission Policy Statement on Training and Qualifications of Nuclear Power Plant Personncl. However, if licensee makes changes to its operator training programs, the programs must either be submitted for NRC staff review or the licensee must certify that the programs are both accredited and based on a systems approach to training. These are the options provided under the revisions to 10 CFR 55.

Technical Specification Section 6.3 "Unit Staff Qualifications" l TS 6.3 states, "Each member of the unit staff shall meet or exceed the minimum  !

qualifications of ANSI N18.1-1971 for comparable positions and the  !

supplemental requirements specified in Section A and C of Enclosure 1 of the March 28, 1980 NRC letter to all licensees...."

SERI proposes to delete the phrase "and the supplemental requirements specified in Section A and C of Enclosur,e 1 of the March, 1980 NRC letter to  ;

all licensees" from the above TS. Deletion of this phrase will bring SERI l into compliance with the revision to 10 CFR 55, which superseded the referenced letter.

l Deletion of this phrase is acceptable. However, licensee has not deleted the l references to Regulatory Guide 1.8-1975 and ANSI /ANS 18.1-1971. Since the l stated purpose of these revisions is to bring SERI into compliance with the revision to 10 CFR 55, licensee should substitute "Regulatory Guide 1.8, )

Revision 2, 1987" and "ANSI /ANS 3.1 1981," in the appropriate places in Section* l 6.3 of its Technical Specification. 1 Technical Specification Section 6.4 "Training" TS 6.4 states, "A retraining and replacement training program for the ur.it staff...shall meet or exceed the requirements and recomendations of Section 5.5 of ANSI N18.1-1971 and Appendiz "A" of 10 CFR Part 55 and the supplemental requirements specified in Sections A and C of Enclosure 1 of the March 28, 1980 NRC lette: to all licensees;..."

SERI proposes to delete the reference to "Appendix A" since the revision to 10 CFR 55 deleted this appendix. SERI also proposes to delete the phrase "and the supplemental requirements specified in Section A and C of Enclosure 1 of the March 28, 1980 NRC letter to all licensees" to bring SERI into compliance with the revision to 10 CFR 55, which superseded the reference letter.

Deiction of this phrase is acceptable. However, licensee should also delete the reference to ANSI /ANS 18.1 1971. To be consistent with the changes to 10 CFR 55, the reference should be changed to ANSI /ANS 3.1-1981 since this is the industry standard now endorsed by Regulatory Suide 1.8-1987, which was issued in conjunction with the revision to 10 CFR 55.
