We have completed our review of the most recent revision to your Emergency Plan for the Rancho Seco Nuclear Generating Station that was fomally transmitted to us by your letter dated November 4, 1987. This review included your clarifications and responses during a December 16, 1987 meeting between Mr. Von Martin of your staff and Mr. Kent Prendergast of my staff. It also includes the January 6,1988 telephone discussion I had with Mr. Paul Lavely and others of your staff, concerning the changes to the plan you are presently making.

Based on the January 6, 1988 telephone conversation, it is our understanding that the following changes are being made to the emergency plan:

1. Appropriate sections of the plan are being updated to reflect the current SMUD organization. Also, the applicable implementing procedures and the "Emergency Call Out List" will be updated to reflect the current organization.
2. The sections of the plan that address the responsibilities of the tmergency Coordinator and Emergency Manager are being revised to remove any ambiguities, particularly with respect to the nondelegable responsibilities.
3. The plan is being revised to reflect the present methodology for accountability and early dismissal.

4 The plan is being revised to be consistent with licensee commitments, including the August 26, 1987 response to our July 28, 1987 Notice of Violation, regarding the level of first aid training for certain emergency team members, t

5. Section 6.3.2 it, being revised to remove apparent inconsistencies.
