This will acknowledge receipt of your letter dated September 7, 1978,

'

which was submitt,ed in respons2 to the items of noncompliance identi-

fied in our letter dated August 7, 1978, and IE Inspection Report

Nos. 50-456/78-06 and 50-457/78-06.

Your letter has been reviewed, and particular attention was given to

the additional information presented, as well as your request that we

reevaluate these items.

Our position remains that these items are

considered items of noncompliance and, as such, we do not consider

the actions delineated in your letter for Items A.1 and A.3 to be fully

responsive.

With respect to Item A.2, your actions were reviewed on September 14,

1978, during a routine inspection at the Braidwood site. The tendon

bearing plates and trumplets in both Units 1 and 2 are now being

maintained in accordance with requirements and, therefore, we have no

further questions on this item.

With respect to Item A.1, we do not agree that sieves can be catego-

rized with rulers and tape measures as in ANSI N45.2, Section 13.

Our position is that sieves, like C-109 cube molds, unit weight

buckets, thermometers, slump cones, and sand cone density apparatus,

are measuring and test devices used in activities affecting the

quality of Category 1 concrete and, as such, measures are required

to be established to assure that these devices are properly controlled

and calibrated at specified periods to maintain accuracy within

necessary limits, as set forth in 10 CFR 50, Appendix B, Criterion

XII. Your response for this item provided appropriate corrective

action for the sieves in question; however, it did not include the

necessary corrective action to assure conformance with 10 CFR 50,

Appendix B, Criterion XII, as previously described.

Specifically,

affecting Category 1 concrete, be controlled and calibrated at

specified periods to maintain accuracy v1 thin necessary limits in

accordance with approved procedures.

In this case, the sieves are

required to be controlled and calibrated in such a manner to assure

that the requirements of ASTM E-11 have not been degraded through use

following their initial certification by the manufacturer.

Appendices

A.1 and A.2 of ASTM E-11 provide two acceptable commercial prsccices

for verifying and calibrating sieves, i.e. , the use of an optical

comparator or reference NBS samples.

Additionally, Appendix A.3 of

ASTM E-437-71 provides further methods for checking and calibrating

sieves.

With reference to your questions relative to the #50 and #100 sieves,

our inspector observed that repairs by soldering had b'een made, and

the soldering was in the process of failing again, thus affecting the

-

accuracy of these sieves.

With respect to Item A.3, our position remains that a "special" proce-

dure is required and must be demonstrated to be capable of producing

code satisfactory radiographs for the minimum material thicknesses to

be radiographed. However, we will take no further action on this

matter pending your receipt of the code inquiry response.

It is our

understanding that you will provide us with a copy of the written

response from the ASME Committee upon its receipt.

The contents of this letter were discussed with NW. Cordell Reed, of

your staff, by Mr. R. F. Heishman, of my staff, on September 25, 1978.
