report MPL-TOP-1, Revision D, " Operational Quality Assurance Manual" submitted with your. December 4, 1978, letter. We find that all applicable yequirements of Appendix B to 10 CFR Part 50 are included in the QA program requirements. :Therefore, your topical report is acceptable, and you may .
-l implement it upon issuance of the report. To use the topical report in- l
. license applications, MPL need only reference this topical, report in Section
, 17 of the Safety Analysis Report. We do not intend to repeat our review of. l t this topical report when it is referenced in an application. '
