September 4,1986 CHAtRHAN MEMORANDUM FOR: Victor Stello, Jr.

Executive Director for Operations FROH:

Lando W. Zech, Jr.

W.

SUBJECT:

REVIEW 0F NRC ACTIVITIES WITH TVA(LESSONSLEARNED)

I reviewed your memorandum of August 18, 1986, discussing revised target dates for the staff's lessons-learned report on TVA activities. While TVA's restart and ifcensing schedules have slipped I believe it is still beneficial to assess NRC's activities regarding TVA in a timeframe c'onsistent with your February 26, 1986 memorandum. Specifically, the staff should assess its lessons learned.through consideration of OIA audits, input from the Senior Management Team, Congressman Dinge11's investigation. if available, and other appropriate sources by October 31, 1986.

It may be cet.assary to supplement.

this report with additional lessons learned obtained through the completion of the restart and licensing process.

I would further recomend that staff resources be utilized in the assessment rather than contractor personnel.
