Dear Mr. Ippolito:

This letter is a follow-up to our February 15, 1978, letter, Serial No. CD-78-439 which responded to your letter dated January 13, 1978. Carolina Power & Light Company stated in our letter that analyses of the suppression pool temperature transients would be available in about six months. Subsequent to our February 15 letter, at a March 9, 1978, meeting among the NRC staff, General Electric, and the Mark I Owners' Group, GE and the utilities voiced concern that the specified conditions for analysis were unrealistic. After considerable discussion, the staff stated that the utilities could propose a set of more realistic conditions which should still address the basic questions from the NRC's January 13, 1978, letter. Several utilities agreed to work with GE to develop a set of realistic conditions for their plants which would be acceptable to the NRC. Only recently have these been generated, and some utilities have made their submittals to the NRC. Carolina Power & Light Company and our architect / engineer, United Engineers and Constructors, have begun adopting the new conditions to Brunswick Plant specifically and performing the analyses.
