This letter transmits the routine resident safety inspection by Messrs. 6. Kelly and
L. Scholl on November 1 - December 10, 1987 at the Limerick Generating
Station, Limerick, Pennsylvania.
The inspection consisted of document
reviews, interviews, and observation of activities, and the results have been
discussed with Mr. John Franz of your staf f.
A new item appears in the attached inspection report (See Detail 8) covering
the subject of assurance of quality. Assurancc of Quality is an area of
evaluation NRC has recently added to the SALP process. 4 tivities at all
levels of a licensee's organization are needed to assure quality. We will be
evaluating those activities in all functional areas.
Inspection findings
- applicable to the assurance of quality may be found in various details of
inspr.; tion reports. Noteworthy findings, both strengths and weaknesses, will
be included in a separate detail item, as it is done in the attached report,
when appropriate.
I have provided reporting guidance to our resident inspectors

They will be glad to discuss it with you or your staff.
Based on our review, a violation of administrative controls causing the
inoperability of certain fire protection systems was identified.
This
violation indicates that. the operations staff did not properly evaluate an
equipment tag-out and obtain appropriate supervisory approval prior to
isolating valves important to the continued operation of fire suppression
systems. This violation has been categorized by severity level according to
10 CFR Part 2, Appendix C (Enforcement Policy).

instructions in Appendix A.
