Box 551 Little Rock, Arkansas 72203 Gentlemen-This is to advise you of.a special inspection initiative that is in-the late stages of planning.- It will: include an inspection to be performed at the-Arkansas Nuclear One, Unit 1 site. The initiative is entitled the "E0P Inspection Program."

.The purpose of the inspection is to verify at selected sites that the emergency operating procedures (EOPs):are technically accurate; that their specified actions can be meaningfully accomplished using existing equipment, controls, and instrumentation; and that the available procedures have the usability necessary to provide the operator with'an effective' operating tool.

The inspection program includes a' team inspection of four, plants for each of the NSS vendor types and the ANO 1_ plant was sele'cted as one of the'four B&W plants to be inspected. The inspections-are to be performed.in the April through June 1988 timeframe.

The inspection team will include two or three^ senior reactor inspectors, a licensing examiner, a human factors specialist, and your senior resident inspector (Mr. Bill Johnson). The team leader for your inspection will be Mr. Sandy Lawyer from Region II. Mr. Lawyer, or one of his supervisors, will be contacting ~you in the near future to discuss the inspection and to begin negotiating the inspection schedule.

Additional information and details of the program will be provided by your inspection team.
