Gentlemen:-

This is to advise you of a special inspection initiative that is in the late-stages of p'anning. It will include an inspection to be performed at the Waterford 3 Steam Electric Station. The initiative is entitled the "E0P Inspection Program."

The purpose of the inspection is to verify at selected sites that the emergency operating erhedur.n (EOPs) are technically accurate; that their specified actions ean be meaningfully accomplished using existing equipment, controls, and instrumentation; and that the available procedures have the usability necessary to provide the operator with an effective operating tool.

The inspection program includes a team inspection of four plants for each of the NSS vendor types and the Waterford 3 plant was selected as one of the four Combustion Engineering plants.to be inspected. The inspections are to be performed in the April through June 1988 timeframe.

The inspection team will include two or three senior reactor inspectors, a licensing examiner, a human factors specialist, and your senior resident inspector (Mr. Ward Smith). The team leader for your inspection will be Mr. J. Perry Stewart from Region IV. Mr. Stewart, or one of his supervisors, will be contacting you in the near future to discuss the . inspection and to begin negotiating the inspection schedule. ,

Additional information and details of the program will be provided by your inspection team.
