This refers to the special operational readiness team inspection conducted

by W. L. Forney, J. M. Hinds, B. H. Little, R. A. Kopriva, J. S. Wiebe,

p H. A. Walker, M. P. Huber, R. M. Lerch, and M. L. McCormick-Barger of the

Region III office on March 2 through March 7, 1987, and March 30 through

April 2,1987, and a followup inspection on February 7-17,1988, of activities

at Clinton Power Station authorized by NRC Operating License No. NPF-55, and

to the discussion of our findings with Mr..D. P. Hall and others of your staff

at-the conclusion of the inspection.

The enclosed copy of our-inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and'

interviews with personnel.

During the inspection period from March 2 through March 7, 1987, certain of

the activities inspected appeared to be in violation of NRC requirements.

Based upon the weaknesses identified by the operational readiness team as of

March 7,1987, NRC management concluded that they were not ready to recomend

the Clinton Power Station for a full power license. Due to the nature of this

inspection, a deliberate decision was made not to issue Notices of Violation

sc that you could concentrate on correction of the identified weaknesses.

During the. followup inspection period from March 30 through April 2, 1987, we

noted that the previously identified weaknesses had been satisfactorily

dispositioned .or adequate management initiatives had been implemented or were

being implemented to assure resolution to the remaining issues. Subsequently,

NRC Region III management recommended that the Clinton Power Station be issued

a full power license.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
