1. The new NRC system of records, NRC-35 "Drug Testing Program Records" became effective c.o.b. January 7, 1988. No public coseents  :

on the notice of establishment of this new system of records were received.

Correction of Inside NRC Article on Silicone Rubber Insulated Cables The item on the silicone rubber insulated cable issue which appeared in the January 4, 1988, edition of Inside NRC contains some inaccuracies. In particular, the statement that "NRC PLANS TO REQUIRE TESTING OF SILICONE RUBBER INSULATED" cables to verify that they will perfonn adequately during a design basis accident even if the insulation is damaged" is not correct.

No decision to impose such a requirement has been made. The data obtained from the testing perfonned by TVA has not been fully evaluated, however, it does provide some assurance of the environmental robustness of this cable and may, on further analysis, obviate the need for additional testing. The state-ments in the article regarding the staff's initial thinking and approach to a generic resolution of the issue, and its contract with Franklin Research Center, are correct and can be characterized as contingency planning for resolution of potential problems that may arise.

Diagnostic Investigation and Incident Investigation On January 8, a limited number of Diagnostic Evaluation Team members returned to the Duke Corporate offices and McQuire site to follow-up on specific technical and management issues. The site and corporate office follow-up activities were completed on January 8. The evaluation of the overall results and preparation of the initial draft inputs to the team's report is continuing. An exit meeting  !

with the utility is scheduled for January 22, 1988. l Negotiations to Begin for Agreement State status for Michigan SLITP is responding to a request from the Michigan State Health Director indicating that the State is prepared to begin negotiations for Agreement State status. Authorization for Michigan to become an Agreement State was enacted in legislation relating to the siting and regulation of a low-level radioactive waste dis >osal facility in the State. SLITP and Region I!! staff plan to meet with Miciigan officials to assist them in preparing their proposal. Michigan has been designated host State for the Midwest Low-Level Radioactive Waste Compact.

Combined Federal Campaign (CFC)

The Headquarters CFC campaign concluded successfully, achieving 102.7 percent of its dollar goal. With a participation rate of 66.2 perr,ent, NRC donations amounted to $191,535 against a goal of $186,500.

The Small Business Adtninistration executed the contract on December 30, 1987.

0FFICE OF NUCLEAR REACTOR REGULATION ITEMS OF INTEREST Week Ending January 8, 1988 SEABROOK UNIT 1 In a recent action, PSNH has offered to give 32 PSNH owned cirens and poles in five of the six Massachusetts towns within the Seabrook EPZ to each of the respective town governments, saying the Massachusetts sirens will no longer be part of the plant's licensing efforts-(The sirens of the sixth town, Newburyport, are already owned by the Town of Newburyport).

PSNH said it is willing to give the sirens to the towns of Newbury, West I Newbury, Amesbury, Salisbury and Merrimac with no obligations required on the part of the towns. In addition, the company said it will disconnect all equipment used by Seabrook personnel to activate the sirens. )

The reasons for the PSNH actions have not as yet been offered; however, the  !

decision to give the sirens to the towns follows recent federal court action adverse to PSNb involving pernits issued for the crection of the Massachusetts sirens.

PSNH has indicated it is taking steps to provide alternative methods to notify I residants of a plant emergency, as required by federal law. These steps have  :

not as yet been announced.

The actions taken by PSNH will bring about changes to their on-site emergency plans. These changes will need to be formally subnitted tor staff review and  :

approval before issuing a low power license.

JANUARY 8, 1988 ENCLOSURE B

Itams of Interest Office for Analysis and Evaluation of Operational Data Week Enriing January 8, 1988 Incident Response On January 4, the Government Services Administration (GSA) Board of Contract Appeals ruled in NRC's favor concerning the protests filed against the award of the Emergency Response Data System (ERDS) contract to Energy Incorporated.

International at Idaho Falls, Idaho. The Appeals Board Judge ruled against both protests filed by the protester on all counts. The contract which was placed on hold pending the cppeals board ruling, is being revised to reflect the 3-month delay. Work is Expected to be fornally initiated during the week of January 11, 1988.

On January 4-5, an Incident Response Branch (IRB) staff member taught a course on Radiological Assessment to licensees, and state and local responders at the Federal Emergency Management Agency's (FEMA) Emergency Management Institute in Emmitsburg, Maryland. The course curriculum which covered such topics as reactor systems, severe accident consequences, and protective action decision-making, was well received.

On January 6, an IRB staff member met with the Department of Energy (DOE) and FEMA officials to resolve comments and issues pertaining to the Federal Field Emergency-2 (FFE-2) report. The meeting resulted in agreement on most issues at the management level.

On January 7, an IRB staff nenber attended an Environmental Protection Agency (EPA)/NRC interface meeting to discuss such issues as reportable quantities, National System for Energency Conditions, and relationships between the two agencies.

ITEMS OF INTEREST OFFICE OF GOVERNMENTAL AND PUBLIC AFFAIRS Week Ending January 8, 1988 State, Local, and Indian Tribe Programs Negotiations to Begin for Agreement State status ior Michigan SLITP is responding to a request from the Michigan State Health Director indicating that the State is prepared to begin negotiations for Agreement State status. Authorization for Michigan to become an Agreement State was enacted in legislation relating to the siting and regulation of a low-level radioactive waste disposal facility in the State. SLITP and Region III staff plan to meet with Michigan officials to assist them in preparing their proposal. Michigan has been designated host State for the Midwest Low-level Radioactive Waste Compact.

Region III Status of Fermi 2 Nuclear Power Station to be Reviewed The Regional Administrator and rembers of the regional staff met January 5, 1980, in Monroe, Michigan, with representttiver of the Monroe County Commission to review the status of the Fermi 2 Nuclear Power Station. Region III is reviewing a request by Detroit Edison Company for authorization to take the unit to full power from the current power level restriction of 75 percent.

The licensee submitted its request on December 30, 1987.

1 0FFICE OF PERSOENEL i ITEMS OF INTEREST Week Ending January 8, 1988 Arrivals and Departures The following new employees will join the staff on dancery 11: Jack Horner, Health Physicist in Region V; Hilliam Newmyer and Kerry Rod, Engineering Aides in the Headquarters Cooperative Education Program; Lillian Schouten and Ilene Solomon, Secretaries in RES and AE0D, respectively and Jean Anderr - Dffice Assistant in Region I. The one departure for the week ending January 8 was Jeanette Glass from RES, Federal Employee Retirement System (FERS)

At the December 31, 1987 conclusion of the open season for employees to exercise their option to join the FERS, a total of 195 NRC staff members switched to the new retirement system. Efforts to educate employees included 25 all-employee announcements, 48 briefings and some 616 one-on-one counseling sessions.

NRC Drug Screening Prearam The Commission was briefed on January 6 on the status of all activities relating to initiating and conducting NRC's drug screening program.

Implementation will occur only after publication of final guidelines by the Department of Health and Human Services (HHS), approval of NRC's plan by the Department or Justice, and certification of NRC's plan by HHS.

The Commission requests an information prper outlining the EEO training programs and how they _ulfill tue aceds of the Commis-sion. The paper should also respond to the following:

a. The Commission desires improvements in staff's presenta-tion of statistical data in future meetings.

(1) For the statistics provided in the briefing, submit consistent graphical representations of the signifi-cant data (e.g., at minimum, between 1980 and the present). All graphs should be readily comparable.

(2) Provide graphical representation of years in service versus number of women and Ininoritias leavir.g the Commission. Discuss trends and rease 9 for leaving.

Include information on the overal.1 turnerer rate for the Commission as well as that for indtvicial offices and compare with the respective turt.over rates for women and minorities,

b. The Commission is concerned about NRC's ability to attract and retain more women and minorities to its senior level and SES positions.

.(1) Provide data on female and minority representation within NRC, differentiating between legal, technical, and non-technical job classifications reflecting incumbent academic background and job experience.

Compare these data with similar breakdowns for other agenci'es (e.g., DOE, NSF, EPA, FERC and DOJ).

(2) Examine the EEO programs at EPA and FERC, and how they differ from those at the NRC. Specifically, address how these agencies attract a larger number of qualified women into their SES pool than does NRC.

(3) Provide the Commission with a recent update of NRC's assessment of the pool of technically trained /.

qualified women and minorities within the work force and compare the applicable information with the current personnel situation at NRC. Data on the availability of attorneys should also be included.

(4) Address haw management intends to more actively review the selection and approval of SES promotions where women are on the "best qualified" list and are not selected. Supply data showing the average grade level for NRC women dating back at least to 1980.

c. Eescribe how the staff has taken an active role and how it intands to improve publicizing available training programs to all employees and offering women and minorities the opportunity for strengthening their backgrounds to compete for promotion:.

h. Address the efforts made to recruit each of the minority groups into NRC. Discuss what rew efforts, if any, will be made to attract minorities.
1. Discuss the findings of the April 1987 child care "needs assessment" survey and if these findings will be applicable at the time the second building is ready for occupancy.

Participation in this survey was restricted to those employees currently using child care. If staff elects to update or repeat the survey, efforts should be made to query all employees as to whether they would have made use of such a service when their children were younger.

The staff should be prepared to discuss all of the above mentioned items at the next EEO briefing, which tentatively will be scheduled in May, 1988.
