DECOMMISSIONING INSPECTION PLAN FOR INDIAN POINT GENERATING UNIT 2 - 2020
Dear Mr. Vitale:
This letter is to inform you of planned oversight activities at Indian Point Nuclear Generating Unit 2 (IP-2) for the rest of calendar year 2020. On February 8, 2017, Entergy Nuclear Operations, Inc. (Entergy) notified the NRC of its intent to permanently cease power operations at IP-2 by April 30, 2020 subject to operating extensions through, but not beyond 2024 (ADAMS Accession Number: ML17044A004). On May 12, 2020, Entergy certified cessation of power operations and the permanent removal of fuel from the IP-2 reactor vessel (ADAMS Accession Number: ML20133J902).
As stated in our letter to you dated May 13, 2020, (ADAMS Accession Number: ML20134H943),
the NRCs oversight of your licensed activities at IP-2 as you progress through decommissioning will be conducted under the provisions listed in IMC 2561, Decommissioning Power Reactor Inspection Program. Inspection activities will be coordinated by a lead inspector in the Region I Division of Nuclear Materials Safety (DNMS) supported by onsite resident inspectors as available and may be supplemented by specialist inspectors from Region I. Inspection timing and frequency will be based upon site activities.
The IMC 2561 inspection procedures that are designated as core are required to be performed annually. The ones that are listed as discretionary are performed as needed, commensurate with activities and issues at the site. Many of the core inspection procedures are of an on-going nature and therefore will be performed continuously through the end of the calendar year.
Two exceptions to this include IP 83750, Occupational Radiation Exposure and 71111.01, Adverse Weather Protection, which will be completed under the reactor oversight program for 2020. We also anticipate that IP 60845, Operation of Inter-Unit Fuel Transfer and Cask System will be scheduled for one of the several wet fuel transfers between 2020 and 2021. We anticipate that IP 60853, On-Site Fabrication of Components and Construction of an ISFSI will be scheduled for early 2021 to support scheduled Independent Spent Fuel Storage Installation pad expansion activities.

The NRC is providing this information for awareness. The NRC will contact you as soon as possible to discuss any changes to the inspection plan should circumstances warrant changes.
Specific inspection activities for 2021 will largely be dependent on your planned activities.
