SUMMARY
OF MAY 15, 2020, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE AND OTHERS, REGARDING PROPOSED WORDING OF TSTF-505 TECHNICAL SPECIFICATION CHANGES FOR NEWLY DEVELOPED PRA METHODS On May 15, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference1 with representatives from the Nuclear Energy Institute (NEI) and other industry representatives. The purpose of the meeting was to discuss the status of regulatory products that are under development to support regulatory treatment of newly developed probabilistic risk assessment (PRA) methods (NDMs). These included a modification to Technical Specification Task Force Traveler 505 (TSTF-505), Provide Risk-Informed Extended Completion Times -
RITSTF Initiative 4b, that would allow implementation of a program for licensee-controlled implementation of NDMs and an associated proposed revision to Regulatory Guide 1.200, An Approach for Determining the Technical Adequacy of Probabilistic Risk Assessment Results for Risk-Informed Activities. The NRC staff presented slides that provided an overview of actions completed to-date and the path forward.2 During the meeting, the NRC staff noted that:
At this time, new Reactor Oversight Program (ROP) Inspection Procedures (IPs) are not anticipated. The NRC staff expects that revision to existing IPs would accomplish intended flexibility goals; The NRC staff does not currently plan to solicit public comments for the NRR Office Instruction (OI) under development to guide NRC staff review of NDM reports; The NRC staff plans to make appropriate components of the NRR OI publicly available following approval by senior management; Plans for communicating to licensees following receipt of a NDM report is under development; 1 The original meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20118C350.

Licensees are always able to seek approval of an NDM via the license amendment process (or Topical Report process for vendors). In these instances, the amount of information that needs to be submitted to the NRC remains unchanged; As the NRC staff balances workload impacts from the current public health emergency, the issuance of the revision to RG 1.200 remains a high priority for the NRC; NRC staff expressed general agreement on the intent of the programmatic requirements but stated that additional dialogue may be needed to resolve issues and language as conforming guidance and procedures are developed.
No regulatory decisions were made in the meeting.
Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. A comment was received indicating that issuance of the revision to RG 1.200 in a timely manner was important to licensees who plan to adopt revised TSTF-505 providions. The NRC staff acknowledged that this effort was a high priority and that it was balancing stakeholder requests for treating this as a priority with licensing requests related to the ongoing public health emergency.
