Summary of Meeting Feld on March 7, 1986 oN the Emergency Management Plan.

The applicant requested this meeting to discuss with the staff the proposed responses to questions and comments transmitted to the applicant on November 15, 1985. The attendees are shown in Enclosure 1.

DISCUSSION As preparation for the meeting, a schedule had been discussed based on the applicant's letter to the staff of February 4,1986. Agreement was reached that the following schedule would apoly for the review and completion of the

. Emergency Management Plan, leading up to the exercise in February,1987, i

' . NRC provides verbal comments on draft revisions to the initial STP Emergency Plan (EP) 3/07/86

. Pl&P provides revised EP and answers to Q-l's 4/07/86

. NRC provides additional comments and questions on ,

revised EP 5/23/86

. Pl&P provides STP Emergency Plan Implementing l Procedures 6/06/86 1

. Pl&P provides final revision of EP 6/27/86

. Plan begins Pre-Exercise Drills 7/86

. NRC conducts Emergency Preparedness Appraisal based on the readiness of STP 11/86

. STP Pre-licensing Energency Exercise 2/87 This meeting accomplished the objectives of the first milestone in the schedule usina draft responses provided by the applicant for each item in the November 15, 1985 staff transmittal. The entire package of draft responses has not been enclosed herewith due to the large volume involved. The second milestone in the schedule calls for a formal submittal from the applicant which will incorporate the results of the discussion as follows:

t MAR 14.W (1) The Emergency Plan will be a self-standing document, including within it summaries of the method of interaction between the state and local authorities, and plant personnel, in case of an emergency. The staff provide'd copies of acceptable examples in this area.

(2) All references in the plan to " hot line" will be changed to "EAS".

(3) In Section 2.7.3.1, " prompt"' notificatico will be changed to "as-soon-as-possible, but within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />."

(4) Agreements with Bechtel and Westinghouse will be included in the Plan.

(5) Where specific procedures are called for in the Plan, a brief summary and procedure number will be given.

(6) Ranges and sensitivities for instrumentation will be supplied in the Plan, without specifying makes and model numbers. i (7) Various editorial corrections were discussed.

The staff proposed, and the applicant agreed to support, a site etsit in the April-May, 1986 period.
