TROJAN NUCLEAR PLANT a DOCKET NO. 50-344 Introduction Ey letter dated September 13, 1985 (License Change Application 129), Portland

_ General Electric Company requested a change to the Technical Specifications for the Trojan Nuclear Plant. The requested change would modify Figure 6.2-2 of the Technical Specifications to alter the reporting relationship for the Plant Quality Assurance Supervisor.

Discussian and Evaluation Previously, the Plant QA Supervisor reported to the Manager, Plant Services.

In accordance with the proposed revision, the Plant QA Supervisor will now report to the Manager, Nuclear Quality Assurance who is located offsite.

The new reporting relationship is shown on the revised Figure 6.2-2, enclosed.

The functions, duties, resper.sibilities and activities of the Plant QA Supervisor will not change. Hewever, the requested change will improve the coordination and cooperation between the plant and the corporate QA groups and will h'elp ensure the independence of the Plant GA group frcm plant operational considerations. .

The revised reporting relationship for the Plant QA Supervisor ree.ts the guidance of the Standard Review Plan, Secticn 17.2, and in our view is an ,

improvement over the previous organization. It is, therefore, acceptable.

E Environmental Consideration .

This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(bl no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

Conclusion i We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the propesed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public. ,
