SUMMARY

- V0GTLE FACILITY - DOCKET NO. 50-424 This refers to the management meeting conducted at your request in the NRC Region II Office on February 25, 1986. This meeting was held for the purpose of a joint NRC/ Georgia Power Company (GPC) assessment of the conduct of the Vogtle Readiness Review Program to date and to discuss both NRC and GPC activi+1es necessary to the timely closure of the program.

It is our opinion that this meeting was beneficial and provided a better understanding of the Vogtle Readiness Review Program. We believe these in-depth presentations and discussions will better enable the NRC and GPC to carry out our respective responsibilities and better ensure the successful completion of this program.

The GPC presentations focused on a comparison of current program progress as

/m ^ measured against original program goals, an identification of lessons learned to date including discussion on the NRC interface, and a proposal for the timely closure of the readiness review and its findings prior to the current licensing date for Vogtle Unit 1 (December 1986).

The NRC presentations focused on the strengths and weaknesses of the licensee's

. program' to date. The NRC stated the program has resulted in the correction of hardware and programmatic deficiencies and has improved the quality documentation for the Vogtle project as a whole. The NRC stated that the program has increased the level of assurance that Vogtle quality programs have been accomp' shed in accordance with regulatory requirements. The NRC stated that the error rate in the early module submittals was high but that an improving trend was evident in more recent submittals. The NRC expressed concern with respect to the greater than anticipated impact on technical reviewer and inspection staff resources.

Despite these expenditures of staff resources, the NRC believes that the program, at least for Vogtle Unit 1, cannot serve as a direct substitute for the regular inspection program or licensing process as a whole. It was agreed, however, that general program conclusions will best be made at the conclusion of the joint NRC/GPC participation in this program.

The overall consensus of the meeting participants was that the Vogtle Readiness Review Program, as a QA program over and above normal regulatory requirements, continues to be a positive initiative on the part of GPC. Both the NRC and GPC mutually agreed to continue support of the program through its conclusion.
