AFFLICATION FOR AMENDNENT OF CONSTRUCTION PERMIT NO. CFFE-148' TO EXTEND CCNSTRUCTION COMPLETION DATE The Clevel'and Electric Illuminating Company, Duquesne Light Company, Ohio Edison Company, Pennsylvania Power Company, and the Toledo Edison Company

("Feraittees") are the co-holders of Construction Fermit Nos. CFPR-148 and CFFR-149 authorising construction of the Ferry Nuclear Power Plant ("FNFF").

Units 1 and 2. -

Construction Fernit Nos. CFFR-148 and CFFR-149 were issued by the NRC on May 3, .1977.. Construction Ferait No. CFPR-148 currently spec!fies November 30, 1985 as the latest date for completion of construction of Unit 1. Construction Fermit No. CFFR-149 specifies November 30, 1991 as the latest date for com-pletion'of construction of Unit 2. . These construction completion dates are extensions of the dates originally specified in the construction permits. The NRC order granting the extension of the construction completion dates for the Ferry Nuclear Power Plant, Units 1 and 2 wes issued in a letter dated December 29, 1982 from Darrell G. Eisenhut to Murray R. Edelsen.

Cons'truction of Unit 1 is complete. Freoperational testing to also essentially complete and prograse are in place to assure that the Ferry Nuclear Power Plant, Unit 1 is ready to load fuel and to achieve subsequent operating milestones se they approach.

l In order to provide for further time contingencies Feraittees respectfully request, pursuant to 10CPR50 55(b), that the NRC amend Construction Ferait No. CFPR-148 to specify May 15, 1986 as the latest date for completion of construction of Unit 1. Rutension of the latest date for completion of construction of Unit 2 is not requested at this time, since the construction l

permit for Unit 2 does not empire until November 30, 1991. '

To supplement our earlier requeste for extension dated October 29, 1985  !

and November 29, 1985 December 27, 1985 and January 31, 1986, we hereby.  !

r request amendment of Construction Fermit CPPR-148 to extend the completion date '

for Unit 1 to May 15, 1986 based on a reasonabis and prudent extension of time which allowe'for further unforeseen contingencies prior to obtaining the operating license.
