On September 9-13, 1985, NRC Region II conducted an inspection of North Anna Power Station for compliance with 10CFR50 Appendix R Fire Protection. I&E inspection report Nos. 50-338/85-24 and 50-339/85-24 was issued November 14, 1985, documenting this inspection. We have completed

a thorough review of the inspection report and have noted several items for which we would like to offer some clarification (attached).
These-items were discussed on a January 13, 1986, conference call between Mr. T.
E. Conlon, Mr. W. H. Miller, and other members of your staff with Mr. D. A.
Sommers, Mr. L. T.
Warnick and other members of my staff. As a result of

that discussion, we agreed to submit our clarifications for your review.
In particular, we were requested to address one item regarding IE i
Information Notice 85-09 more fully.- That information is presented below, i
IE Information Notice 85-09, Isolation Transfer Switches and Post-Fire j
Shutdown Capability, January 31, 1985, addresses potential deficiencies
{
in the electrical design of isolation transfer switches installed outside I
the control room. Activities to implement modificat' ions consistent with the guidance in the information notice were underway for Unit 1 at the j
time of the inspection..These activities (installation of redundant fusing) were taking place as field--changes to several Appendix R modifications scheduled to be completed during the recent Unit i refueling i
outage., The IEIN 85-09 field changes were not specifically designated as Items requiring completion during the Unit 1 outage, however, the IEIN 5

85-09 related work for Unit 1 was completed prior to restart, except those field changes associated with design change DC-83-23 for the Unit 1 emergency diesel generators. These field changes, identified on pages 26-27 of your report as the design change packages themselves, will be completed no later than the Unit I refueling outage currently scheduled to start in May 1987.

Nelson Grace Regarding Unit 2, the IEIN 85-09 related field changes are scheduled for completion during the upcoming (March 1986) refueling outage with one similar exception. That exception is the field changes associated with DC-83-24 for the Unit 2 emergency diesel generators. These field changes will be completed no later than the Unit 2 refueling outage currently scheduled to stort in October 1987.
Subsequent to our phone call, we concluded that additional measures were appropriate to minimize any concern associated with the EDG circuitry.
Accordingly, we are revising our abnormal procedures governing the use of the EDG isolation transfer switches to direct plant personnel to replace fuses in the event a local EDG panel is not energized. This compensatory measure will remain - in effect until the IEIN 85-09 modifications are completed.
In tl S interim, we believe that this compensatory measure provides adequate assurancs that the EDG isolation transfer function can be performed 'f required.

Page 11, top of page. The Fire Barrier Configuration for the duct enclosure was formerly discussed in Exemption Request No. 13, but the Exemption Request was withdrawn in our submittal dated October 31, 1984, Serial No. 231B, since this item was closed in I&E Inspec -
tion Report 338/81-18 and 339/81-15, Section 7.a(19).

Page 16, Item 5.a(6), last two sentences. Lack of an Automatic Fira Suppression System for the Service Water Pumphouse (SWPH) is not the subject of an Exemption Request. The SWPH complies with III.G.1 rather than III.G.3 so there is no requirement for an Automatic Fire Suppression System for this area.

Page 20, Item 5.b(2). This modification consisted of installing new Temperature Indication Circuits, rather than providing Radiant Energy Shields. The description should read:
"....The temperature elements were not directly off the' Main Reactor Coolant Hot Legs for Loops 1 and 2.
To meet Appendix R, a modification was required to ensure that Hot Leg Temperature would be available either in the Control Roe or Auxiliary Monitoring Panel in the event of a fire."

Page 20, Item 5.b(3).
The Repeater Nos. should be reversed.
Repeaters 1-A and 1-AE are located in the Unit 1 Cable Spreading Room and Repeaters 2-B and 2-BE are located in the Auxiliary Building.

Page 23, Item 5.e(1)(a). The issue of inadequate lighting for the Charging Pump Cubicles was resolved by a modification to the Emergency Lighting. An Exemption Request was not necessary for the lighting in this area.

Page 26-27 (top of page).
Installation of the Field Change to DC-83-23 and DC-83-24 addressing IE Information Notice 85-09 will be completed during the 1987 Refueling Outage for each Unit, as explained in the cover letter.

Page 33, top of page. Procedure AP-50.4, Auxiliary Building Fire, does not require the use of the Auxiliary. Monitoring Panel.

Page 34.
Functional testing of emergency lighting is performed every 18 months, not monthly. We had previously commented on this item in a December 13, 1985 letter (Serial No.85-815) in response to the inspection report findings.
