ADDITION OF URANIUtt-233 PLATINUM PLATED SOURCE Backaround Purdue University (PU) is authorized under License No. Snit-142 to perform research, developrent, and teaching studies with SN!!. By letter dated July 29,1985, PU requested an amendment to their license for the possession and use of a 0.1 uci Uranium-233 platinum plated source. The licensee requests this scerce for calibration purposes. PU plans to purchase the source from Isotope Products Labs of Burbank, California.

Discussion Since 1952, PU has been licensed to possess and use various sources including Pu-Be sources. A review of their inspection reports showed only one minor violation involving sealed sources in 24 years. All Shit sources at PU are stored in areas that are not accessible to unauthorized personnel and are only handled by individuals who have been authorized by PU's Radiation Control Comittee. The staff finds that these individuals are qualifted to handle the requested source based on their training anu experience. The staff therefore recomends that License No. SNM-142 be arended to include the 0.1 uci U-233 platinun plated source, provided thet leak tests are conducted on the U-233 source in acccrdance with the plutonium leak test criteria in Annex B of PU's license.

Conclusion /Recomendations We have reviewed PU's July 29, 1985, subnittal and recorr'end that License No. SNP-142 be arended to include the possession and use of a 0.1 uci Uranium-233 platinun plated source, subject to Condition No.15.

These conditions were discussed with Ken Ridgeway of NRC Region III on January 8,1986, and he has no objections to the proposed actions.

.a-B Annex LICENSE CONDITION FOR LEAK TESTING SEALED PLUTONIUM SOURCES November 1979

, A. Each plutonium source shall be tested for leakage at intervals not to exceed six (6) months. In the absence of a certificate from a transferor indicating that a test has been made within six (6) months prior to the transfer, the sealed source shall not be put into use until tested.

B. The test shall be capable of detecting the presence of 0.005 micro-curies of alpha contamination on the test sample. The test sample shall be taken from the source or from appropriate accessible surfaces of the device in which the sealed source is permanently-or semipermanently mounted or stored. Records of leak test results shall be kept in units of microcuries and maintained for inspection by the Connission.

C. If the test reveals the presence of 0.005 microcurie or more of removable alpha contamination, the licensee shall immediately with-draw the sealed source from use and shall cause it to be decontami-nated and repaired by a person appropria e licensed to make such repairs or to be disposed of in accordance with the Commission regula-tions. Within five (5) days after determining that any source has leaked, the licensee shall file a report with the Division of Fuel Cycle and Material Safety U.S. Nuclear Regulatory Commission, Washington, D.C. 20555, describing the source, the test results, the extent of contamination, the apparent or suspected cause of source failure, and the corrective action taken. A copy of the report shall be sent to the Director of the nearest NRC Inspection and Enforcement Office listed in Appendix 0 of Title 10, Code of Federal Regulations.

Part 20.

D. The periodic leak test required by this condition does not apply to sealed sources that are stored and not being used. The sources excepted from this test shall be tested for leakage prior to any use or transfer to another person unless they have been leak tested within six (6) months prior to the date of use or transfer.
