As you are aware,10 CFR 170 of the Comission's regulations for license and inspection fees was revised effective June 20, 1984. Section170.12(b) of the revised rule provides that for applications for pennits, licenses, facility reference design approvals, and special projects which have l
been on file with the Commission for review for six months or longer.

completed, whichever is earlier.
Consistent with the requirenents of 10 CFR 170.12(b), we have completed l
the cost analysis for the Millstone 3 OL application review for the period December 23, 1984 through June 22, 1985. The cost through that period is 51,130,383. The enclosure is a breakdown of the review costs by program office. When the costs of $1,130,3S8 are added to the costs of $2.654,544 from the two previous billings, the cinulative cost of
$3,784,932 through June 22, 1985 exceeds the maximum fee of $3,077,400 l
as stated in 10 CFR 170.21. Accordingly,$707,532 has been subtracted l
from the costs of $1,130,388, leaving a balance due of $422,856.
In accordance with Footnote 2 of 10 CFR 170.21, and since your Company received an operating license (5% power) on November 25, 1985, only
$422,856 may be assessed for the operating license review. The Office j
of Resource llanagement has been notified to bill your Company for this j
amount. When making payment, please make reference to the bill number.

In accordance with Footnote 2 of 10 CFR 170.21 and since the licensee received an operating license (5% power) on November 25, 1985, only
$422,856 may be assessed for the OL review through issuance of the 100% power license.
