COMPARIS0N OF ASSUMED AND OBSERVED AFW COMP 0NENT RELIABILITY 4TJAfLO_N0FRE_2 AND 3_

At the Commission meeting on full power authorization for San Onofre Nuclear Generating Station, Unit 3 (SONGS 3) on September 16, 1983, questions were raised regarding the need for adding PORVs for CE plants and the reliability of the auxiliary feedwater system. As a result, a condition was placed in the SONGS 3 full power license requiring the utility to provide information regarding outage times for the auxiliary feedwater system for the first cycle of oporation.

The enclosed memorandum (Olan Parr to George Knighton, dated November 13, 1985) presents the results of the staff's evaluation of reports provided by the licensee regarding maintenance outages of AFW pumps and valves during the first cycle of operation at San Onofre 2 and 3.

The following table summarizes the results of the study, and compares the observed outage times with the outage times assumed in the San Onofre 2 and 3 reliability analysis.

These results-indicate that'the actual maintenance outage percentages observed over the first cycle of operation are consistent with the maintenance outage percentages assumed in the San Onofre 2 and 3 AFW reliability analysis.

-Thus, the results of this~ study do not change the previous conclusion that

.the overall AFWS reliability at San Onofre 2 and 3 is acceptable.
