Dear Congressman Schulze:
i Helen Rakowski cver the location of a Limerick Warning Siren ne on Colonial Road in Upper Frederich Township.
.Mrs. Rakowskt.. In the hopes. of= having the stren relocated. This ofD Unfortunately, PECO officials indicate that Federal Regulations prevent them from moving the
. stren far enough away from Mrs. Rakowsky's home as to have any beneficial effect.
U Since this matter involves the Federal Government, and not the state level where I serve, copies of this correspondence are being forwarded for your review-and information. Anything that can be done for Mrs. Rakowsky will be appreclated.

In response to your letter of February 27, 1992, I am providing you with information regarding Hra. Rakowski's concern about the Limerick warning siren on Colonial Road.
l Hrs. Rakowski first brought the issue to PEco's attention shortly' atter the February 5, 1990 activation test of the Limerick eiren system.
Mrs. Rakowski called a FICo customer Service Representative and demanded that the tiren located approximately 10 feet from her house be removed.
Our siren administrator, Harrison Langley, contacted Mrs. Rakowski to s,.
discuss her concerne.
She told him that the siren frightens her dog so moch, I
that she leaves her house immediately before the monthly siren test so she does nt have to hear the dog cry.
She said she was returning to her home at 2:15 l
p.m.
on February 5, 1990 and the siren went off.
Mrs. Pakcaski repeated her pesition that the did not ask for the stran to be put there, it was not necessary, nne, demanded that PECo remove it, on Tebruary 12, 1990, we learned that Hre. Rakowski had called state
~
Pepresentative Eob Reber regarding the siren. Representativn Reber was briefod by TIco cfficiale about the situation, including the federal requiremente for eiting sirene around nuclear power plants.
.On retruary 16, 1990, I attempted to try and reec1ve the situatien with Mrs.
7.tkcwski over the phone.
That conversation followed the same route as the one j
that 9he had with Mr. Langley the week pricr. When 1 explained to har that we L
cculd mcVe the tiren a shcrt distance, but could net renove it, she'dem:nded that the siren be moved "at least a mile away" or removed entirely.
We have recently been contacted by Mr. Raymond Rakowski, Hre. Rakowski's son, who rtquested detailed information regarding the operation of the siren g
eystem. Mr. Langity brief ed Mr. Rakowski about the basic structure and operation of the system, but could not fulfill Mr. Rakowski's request to review the detailed engineering documentation f er system eecurity reasons.
Hr. Rakowski k
preposed that PEco reduce the frequency of teeting.
Mr. Langley informed Mr.
[
Eakowski-that the authority for the operation of the eystem within Mnntgomery f
County reeldes with the Of fice of Emergency Preparedness and suggested that he contect the county coordinator, Mr. Lin Bigelow directly, or pref erably, through.
his local
- ergency Management Coordinator.

The stron in question is not located on Mrs. Rakowski's property.
It residee on property that is owned by the Girl Scouts of Philadelphia, Inc.; the tight-of-way wa s granted to Proo by a representative of that-organization on April 20, 1964.
At the time the eiren was installed on June 1,
1984, Hrs.
Rakowski owned her property, but had not constructed a home.
The f ederal regulations that govern the Lietrick operating license require that we maintain 60 dB: cf eiren coverage in areas with population densities of 2,000 persone per square mile or less (such as the portion of Upper Frederick Township.where the Rakowski's reside), and 10 dBe of pepelation densities greater than 2,000 persons per square mile. coverage in areas with of the Los airens The locations designed to ensure compliance with the federal coverage standards.were chosen by an As a result, wa may be able to neve the siren a short distance (approximately 200 feet) from its present location, but not enough to significantly lower the siren noise ' level at Mrs. Rakowski's' residence.
rny previous conversations with her, 2 do not think Hrs. Rakowski will accept this After compromise.

As mentioned, PEco does not have the authority to dictate the frequency that the system is tested.
We vill discuss the testing f requency with the county representatives at our next coordination meeting of the Limerick Imergency Planning Zone counties.
frequency and any other options thatWe will explore the possibility of reducing the testing they may think is viable, Thank you for bringing this matter to my attention.
