SUPPLEMENT TO LICENSE AMENDMENT APPLICATION EXCEPTIONS TO SPECIFICATION 4.0.4 FOR SRMS AND IRMS FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354

' h Public Service Electric and Gas-Company (PSE&G) submitted a.

request for amendment of Facility Operating License NPF-57 (LCR 92-02, NLR-N92068)'on May 19, 1992. The request proposed to allow an exception to Specification 4.0.4~for the SRMs and IRMs when operational condition 2 or 3 is entered from operational condition.1. Additionally, two administrative changesLwere 4 proposed; one corrected a typographical error.and the other revised Table 1.2, " Operational Conditions", to permit the reactor mode switch to be placed in the Refuel position while in hot or cold shutdown to test the switch-interlock functions and-related-instrumentation. Presently,-only the Run and Startup/ Hot Standby switch positions are specified for this purpose.

PSE&G is submitting this supplement to LCR 92-02.in order to 1 clarify the conditions under which the reactor mode switch would  !

be placed in the Refuel position for the specified testing and to add an additional statement to.the proposed marked-up specifications. Neither the information in this submittal nor the revised marked-up specification in Attachmeat 1 contain anr substantive changes to the original submittal or in any way change the original significant hazards analysis..

Document Control Desk 2 NLR-N92109 As explained in our original LCR 92-02 submittal, it is preferable to perform testing with the reactor mode switch in the i Refuel position because this position enables the one-red-cut interlock thereby providing an additional margin of safety beyond the administrative controls in preventing the occurrence of inadvertent rod withdrawal events. PSE&G is herebr i proposing that an additional statement be added tx) the_ subject note which requires the_one-rod-out interlock to be operable if testing is performed with the reactor mode switch in the Refuel-position.

The revised marked-up specification is contained in attachment 1 of this submittal.
