SUBJECT:

EMERGENCY RESPONSE DATA SYSTEM IMPLEMENTATION PLAN The U.S. Nuclear Regulatory Commission (NRC) has reviewed the Emergency Response Data System (ERDS) implementation plan for the River Bend Station which was submitted in a letter dated October 25, 1991. Based upon this review, the NRC has found that your implementation plan provides the basis for an acceptable implementation of ERDS at your facilitv. The Plant Attribute Library and Data Point Library which you submitted with your implementation pian are being reviewed and a safety evaluation of these submittals will be forthcoming in the near future. Preliminary review of these submittals has indicated a potential omission of certain data points from the Data Point Library. These data points were discussed in a February 14, 1992, telephone conference between Mr. John Jolicoeur, the ERDS project manager, and Messrs. David Robinson and Willie Simmons of your staff, it is our understanding that additional Data Point Library sheets will be forwarded to the NRC in the near future to complete your Data Point Library.

Be advised that the testing phase of ERDS implementation involves all licensees testing with the NRC contractor, Halliburton NUS Environmental Corporation. Since the contractor does not have unlimited resources for testing multiple ERDS links simultaneously, close coordination with the Halliburton NUS personnel in scheduling your ERDS testing will be a key element in the successful completion of ERDS implementation. The project manager at Halliburton NUS is Mr. Tony LaRosa, and he may be reached at (208) 524-9227.
