Dear Mr. McCoy:

In a letter dated February 17, 1997 (LCV-0968) you requested relief for the l

, Vogtle Electric Generating Plant (VEGP) from the requirements of 10 CFR i l 50.55a(g)(4)(v) regarding the implementation of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, Subsections IWE and IWL, for a period of 1 year beginning, retroactively, with the ,

effective date of the rulemaking and ending on September 9, 1997.

Additional information beyond the justification provided in your letter is required in order for the staff to complete its review of your request.

Please provide the following two items:

1. A description of the difficulties associated with the implementation of the amended rule for repair and replacement activities, compared to the procedures currently used at VEGP for these activities, and l-  :

l 2. An integrated summary of the proposed alternative that would provide l adequate levels of quality and safety. Descri've the requirements and procedures to be used for repair and replacement activities for the I containment post-tensioning system and the concrete surfaces and liner plates of the prestressed concrete containments.
