NRC BYRON EMERGENCY PREPAREDNESS EXERCISE INSPECTION

REPORTS 50-454/97006(DRS); 50-455/97006(DRS)

Dear Mr. Graesser:

On April 17,1997, the NRC completed an inspection at the Byron Generating Station,

Units 1 & 2 reactor facilities. The inspection evaluated the performance of the emergency

. response organization during the April 16,1997, Byron biennial exercise. The inspectors

discussed the findings of this inspection with members of your staff on April 17,1997.

The enclosed report presents the results of that inspection.

This inspection was performed according to NRC Inspection Procedure 82701, including a

review of the status of previous open inspection findings. The report's Executive

Summary provides an overview of our assessment of your performance in Emergency

Preparedness, an aspect of Plant Support.

Based on the results of this inspection, it was determined that your emergency response

organization's overall performance was good. Simulated events were accurately

diagnosed, proper mitigation actions were performed, and offsite agencies were notified in

a timely manner.

Two Exercise Weaknesses were observed relative to event classification and use of

applicable procedures. Both of these weaknesses involved onshift operations personnel.

,

An Exercise Weakness is a finding that the licensee's demonstrated level of preparedness

could have precluded effective implementation of the emergency plan in the event of an

actual emergency (10 CFR 50, Appendix E, Section IV.F.2.g). As such, Exercise

Weaknesses must be corrected. Please respond within 30 days as to how these

weaknesses will be corrected.
