U.S. Nuclear Regulatory Commission Attn.: Ms. Susan D. Chotoo Licensing Branch Division on Fuel Cycle Safety and Safeguards, NMSS Washington, DC 20555 l
Dear Ms. Chotoo:
Ref.: 1.
Subject:
Letter, S. D. Chotoo to L. J. Maas, " Request for Additional Information, Rotary Vacuum Filter (TAC No. L30956)", dated April 16,1997 i
Attacned are Siemens Power Corporation's (SPC's) responses to the request for information in j
the referenced letter. Among the information provided are WesTech drawings 001 A-028D and B048-100C which contain information proprietary to Westech and should be treated confidentially. An affidavit to that effect is enclosed.
i SPC would like to restart the mop powder uranium recovery process by June 15,1997. If you have questions or require further information, please call me at 509-375-8663.
Very truly yours, Ja B. Edgar Staff Engineer, Licensing csk Enclosures fh4 cc: US NRC Region IV l

NRC Reauest In the March 18,1997, amendment application, SPC indicated that spacing will be used for criticality control. Indicate which spacing will be used: the spacing between multiple rotary vacuum filters (RVF's), spacing between RVF's and other equipment, or spacing within an RVF.
SPC Resoonse The spacing controlindicated in the amendment application refers to the fact that the rotary vacuum filters (RVF) are spaced sufficiently from each other and from all other uranium-bearing tanks in the facility to ensure an adequate margin of subcriticality.
2.
NRC Reauest Provide the numerical limits on the boron carbide in the silicone rubber compound that contains both sand and boron carbide. Explain how these limits compare to the subcritical limits for boron carbide. Also, is the boron carbide going to be used as the fixed neutron absorber for criticality control?
SPC Resoonse Boron carbide will be used as the fixed neutron absorber for criticality control. Sampling of the boron content in the silicone rubber compound filling the interior of each RVF demonstrated the boron concentration to be at least 0.5 wt.% (between 0.5 wt.% and 1.0 wt.%) in one filter and greater than 1.0 wt.% in the second filter. Any calculations j
which take credit for the presence of boron will use a maximum of 0.5 wt.% boron, 3.
NRC Reauest l
l Provide a detailed schematic of the RVF and the room where it will be used.
l l
SPC Resoonse Detailed schematics of the RVF and its related equipment and of the room in which the RVF will be used are provided in the attached WesTech drawings 001 A-028D and B048-100C, SPC drawirs ".MF-613,607, WesTech sketch 950355 and an SPC schematic / sketch of the pre-coat filter, drum and slurry pan. Please note that the equipment drawings are WesTech Engineering, Inc., proprietary documents.
d
. Ms. Susan D. Chotoo JBE:97:096 4 May.21,1997 Page 2 4.
NRC Reauest Explain the geometry controls (GEO2) that SPC intends to use for criticality control.
SPC Resoonse Geometry control as mentioned in the amendment application refers to the fact that the RVF is of a certain size and shape (18 inch diameter and 12 inch width), that the filter cake on the RVF has a maximum achievable thickness, and that both the slurry depth in the pan and the degree of submersion of the RVF in the slurry is limited by design.
