GUARD vs. NRC, 753 F.?d 1144 (D.C. Cir. 1985).

The Interim Guidance states the CommisiTon's belief that Licensing Boards, and in uncontested cases, the staff may find that aDplicants who:

the Comission before the GUAPO decision, and 4

j (2) commit to full compliance with the Commission's response to the GUARD remand, i

j meet the requirements of 50.47(c)(1) and, the,efore, are entitled to a license on the condition of full compliance with the Cnmmission's forthcoming response I

j to the GUARD remand.
