On April 30,1997, the NRC completed an inspection at your Braidwood Nuclear Power

j

Station, Units 1 and 2. The enclosed report presents the results of that inspection.

i

The inspection was an examination of activities conducted under your license as they

J

relate to radiation safety and to compliance with the Commission's rules and regulations

j

and with the conditions of your license. The inspection consisted of a selective

examination of procedures and representative records, observations, and interviews with

,

.

personnel.

During the two week period covered by this inspection, thorough radiological work

planning was evident which contributed to low overall dose during the Unit 1 refueling

!

outage. Radiation protection personnel provided effective oversight of work activities, and

plant personnel were knowledgeable of radiological conditions and demonstrated good

j

j

radiation worker practices. We are concerned, however, about two violations of NRC

i

j

requirements which were identified. In the first instance, an NRC inspector identified that

i

an area posted as a locked high radiation area was not locked. In the second instance, the

!

inspector identified several instances where radiological vacuum cleaners were not

'

l

properly controlled to prevent the spread of radioactive contamination. In 1996, your staff

j

identified similar problems concerning the control of vacuum cleaners, but the corrective

j

actions taken were not fully effective.

These violations are cited in the enclosed Notice of Violation, and the circumstances

i

surrounding the violations are described in detail in the enclosed report. Please note that

you are required to respond to this letter and should follow the instructions specified in the

I

enclosed Notice when preparing your response. The NRC will use your response,in part,

f

to determine whether further NRC enforcement action is necessary to ensure compliance

with NRC regulatory requirements.
