SUBJECT: NRC INSPECTION REPORT 50-313/96-28;50-368/96-28
Dear Mr. Hutchinson:

An NRC inspection was conducted November 25 through December 13,1996, at your
Arkansas Nuclear One, Units 1 and ?, rsactor facilities. The enclosed report presents the
scope and results of that inspection. The inspection focused on your handling of and
respease to identified primary-to-secondary leakage in Unit 2 Steam Generator B.

Your overall handling of the Unit 2 leakage event was viewed as excellent and indicative of
well trained operators and chemistry support personnel. We consider that an appropriate .
examination scope was utilized for bounding the extent and magnitude of degradation
present in the steam generators. It is our understanding that, as a result of the data
obtained during Outage 2F96-1, you plan to perform additional eddy current examinations
during a mid-cycle outape subsequent to Refueling Outage 2R12.
One unresolved item was identified concerning the disregarding of bobbin coil data, which
indicated the presence'cf through-wall flaws in excess of the plugging and repair limit of
the Technical Specifications, based on acceptable motorized rotating pancake coil
information. This matter is discussed in Section E1.1 of the enclosed inspection report.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
