SUBJECT: NRC INSPECTION REPORT 50-285/9715 AND NOTICE OF VIOLATION
Dear Mr. Gambhir:
An NRC inspection was conducted _ June 15 through August 2,1997, at your Fort Calhoun
Station reactor facility. The enclosed report presents the scope and results of that
inspection.
During the 7 week period covered by this inspection, your conduct of activities at the Fort
Calhoun Station was generally characterized by safety-conscious operations, sound
engineering and maintenance practices, and careful radiological work controls. However,
two violations of NRC requirements were identified. The first violation involved two
instances of ineffective corrective actlan. The inspectors identified that prior corrective
action taken to ensure that daficiency stickers were removed from control room panels
following maintenance was not effective. The inspectors also determined that prior
corrective action taken to er.sure that plant valves were not damaged as a result of
overtorquing was not effective. In the second violation, the inspectors identified that a fire
impairment was not completed no was a compensatory fire watch establ?hed prior to
blocking the fire sprinklers in the diesel generator room.
These violations are cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding the violations are described in detailin the enclosed report.
Please note that you are required to respond to this letter and should foilow the
instructions specified in the enclosed Notice when prepwing your response. The NRC will
use your response, in part, to determine whether further enforcement action is necessary
to ensure compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosures, and your response will be placed in the NRC Public Document Room (PDR).
To the extent possible, your response should not include any personal privacy, proprietary,
or safeguards information so that it can be placed in the PDR without redaction.
