SUBJECT: NRC INSPECTION REPORT 50-285/97-01

Dear Mr. Gambhir
)
An NRC inspection was conducted April 14 through May 6,1997, at your Fort Calhoun
Station reactor facility. The enclosed report presents the scope and results of that
inspection.
The inspection included an evaluation of seven appiicants for senior reactor operator
licenses. We determined that all of the applicants satisfied the requirements, and the
appropriate licenses are in the process of being issued.
The questions associated with the control room systems and facility walkthrough portion
of the operating test of the examination submitted by your staff were inadequate for
administration prior to incorpoiation of changes suggested by the chief examiner. These
changes involved replacement or revision of nine of the ten questions to achieve a
cognitive level of difficulty which would discriminate at the required knowledge level.
These revisions were necessary to satisfy the NRC's individual test item quality
expectations, consistent with the NRC's Examination Standards, which had been recently
clarified to the regional staff following an internal audit., We regret the impact this imposed
on your staff, but at the same time, we commend them for their prompt and effective
efforts to enhance the quality of the examinations. No further response by you is required.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Prectice," a copy of this letter
and its enclomre will be placed in the NRC Public Document Room (PDR).
