In a letter dated 12/05/95, McGuire committed to periodically inform the NRC of the status of i
. the dialog between McGuire and the vendor regarding recovered battery capacity immediately

following recharging. The following is an update status of the dialog:
The issue of recovered capacity is addressed in the User's Council Charter - Expectation #1, sponsored by Arizona Public Service Company. Two maior considerations are addressed in this Expectation:

- Available battery capacity following Performance Test recharge Available battery capacity following an unplanned discharge on-line e.
i A preliminary report addressing Expectation #1 issues has been submitted to the Council. In l
order to address the second bullet of the Expectation, additional testing was required. This j
testing was performed by Charter Power Systems, Inc. in Conshohocken, Pa., in accordance with an approved test plan and direct supervision provided by the User's Council. The test objective was to determine the affect of various levels of" shallow" discharges on returned capacity after recharge. The test scope was expanded to include low specific gravity cells and 3 aged cells from McGuire. The series of dischrage testing, performed during the months of January and February, were concluded on 2/19/97. The test results are being evaluated, but preliminary observations indicate that both high and low specific gravity cells fail to recover full capacity
. after a partial discharge, followed by a subsequent recharge at float potential. In comparison, the low specific gravity cells showed better capacity recovery than high specific gravity cells. Full details of the testing will be included in the final report that should be approved at the next meeting of the User's Council, scheduled for May 15-16,1997 in Phoenix, Arizona.
