March 18,1986 Docket No. 50-289 Mr. Henry D. Hukill, Vice President and Director - TMI-1 GPU Nuclear Corporation P. O. Box 480 Middletown, Pennsylvania 17057

Dear Mr. Hukill:

SUBJECT:

.AIRCRASH PROBABILITY ANALYSIS TMI-1 license condition 2.C(7) reads as follows:

2.C(7) Aircraft Mevements Sixty (60) days following the report on aircraft movements at the Harrisburg International Airport for the calendar year 1984 pursuant to Technical Specification 6.9.1.B.2.b, a report shall be submitted updating the aircrash probability analysis presented by ::etropolitan Edison Company to the Atomic Safety and Licensing Appeal Board in the Three Mile Island, Unit No. 2 operation license proceeding (Docket No. 50-320). Such a report shall utilize current data on aircraft movements at the Harrisburg International Airport and updated national aerial crash rates and shall be based on the same methodology presented by Metropolitan Edison Company as accepted by the Appeal Board in ALAB-692. Following receip' of such report NRC will, after discussion with GPU Nuclear Corporation, determine the need for further periodic aircrash probability analysis.

In accordance with this license condition, GPUN submitted on May 1, 1985 an Aircraft Analysis Report for the TMI-1 Site prepared by Pickard, Lowe, and Garrick, Inc. The scope of the analysis was limited to updating the results of an earlier analysis done under Docket No. 50-320 dated October 1978 and in testimony before the Atomic Safety and Licensing Appeal Board in December 1978 and January 1979.

The Standard Review Plan Section 3.5.1.6 states that there is a low risk of public exposure if the probability of aircraf t accidents resulting in radiological conseqyences greater than 10 CFR Part 100 exposure guidelines is less than about 10- per year. Your latest analysis indicates that even though the traffic, and therefore the frequency of incidence, has somewhat increased since TMI-1 was licensed, the tot 1 year) for heavy aircraft is still below 10-9 strike

. Thisfrequency (in crashes strike frequency per does not present 3n undue risk to the public health and safety.

Mr. Henry D. Hukill Based on the results of your most recent analysis, we determine that there is no need far periodic aircrash probability analysis to be submitted to the NRC at this time. However, the TMI-1 Tecnnical Specifications require you to submit an annual report of aircraft movements in the TMI-1 vicinity. If such data indicate a major increase in heavy aircraft movements in the TMI-1 vicinity, you may be requested to perform another aircrash probability analysis to detemine if further corrective action is warranted.

Sincerely, em;1.sc JIcetza 3r
