Inspection 50-423/86-08 (2/25/86-a/14/86)

This refers to the routine inspection by Messrs. J. Shedlosky and F. Casella of

this office from February 25 to April 14, 1986 at the Millstone Point Nuclear Power

Station, Unit 3.

The inspection findings have been discussed with Mr. Crockett

and other members of your staff during and at the conclusion of the inspection.

No violations were identified.

The transition of the operating staff from the construction phase to plant opera-

tions has been progressing.

The operating staff has demonstrated a capacity and

willingness to learn from the plant transients and trips which have occurred.

There was a noteworthy improvement in performance during the recovery from the

March 31 - April 9 outage as compared to the recovery from the February 24 - March

5 outage. We are pleased to see a decrease in the incidence of personnel-induced

transients as the startup program progresses.

The enclosed report describes a problem with Brown-Bouveri K600 circuit breaker

wiring harness damage due to contact with the racking pawl.

We understand that

you are evaluating this matter for generic implications.

Please let me know, at

your earliest convenience, what your findings are and your plans regarding reporting

the generic aspects of this problem.
